KKU runs training on law for suppressing corruptions of all kinds for administrators

January 31, 2023 at 9:00 a.m. – Khon Kaen University by the Law Division organized training to enhance understanding about corruptions suppressing law for administrators and officers affiliated to Khon Kaen University. Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University gave the opening address. Ajarn Natsamol Tanakulrungsarit, Assistant to the President for Special Affairs reported. The guest speaker, Mr. Uthit Buasri, Deputy Secretary of the National Prevention and Suppression of Corruptions Board, an expert in the law for corruptions suppression gave a talk on, “The Law for Prevention and Suppression of Corruptions in the Governmental Sector”. A great number of KKU administrators, deans, directors of divisions, heads of departments, center, institutes and offices attended. The training was held at Sirikunakorn Room 3, Office of the President of Khon Kaen University.

 

Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University said that the national strategy related to prevention and suppression of corruptions emphasizes the situation of corruptions in Thai society. Corruptions have occurred for decades and brought a great deal of adverse effects on the country. They are also important obstacles to the development of social, economy and politics in all dimensions. The form of corruptions, once direct and not complex such as bribery in procurement has changed to more complex approaches such as corruptions in policy corruptions across the borders or across the nations. These are linked to a lot of crimes and bring negative impacts in a wide circle. Corruption is thus an international problem that every country sees as very important including Thailand. “The training today is an important step that we will become aware of the corruptions and take more precautions in our work. It is hoped that after the training, everyone will have more knowledge and understanding about the law of corruption suppression and promote ethics and moral, transparency in the work and enhance the good values or good organizational cultures in the long run.”

Ajarn Natsamol Tanakulrungsarit, Assistant to the President for Special Affairs reported that Khon Kaen University is a public university with the policy that emphasizes good administration and operations. The University promotes legal operations, integrity, transparency, impartiality and accountability, through good governance and the importance of implementation of the missions that is based on the utmost benefits of the University. The University takes social responsibility and responsibility towards all stakeholders according to the good occupational ethics and good management. Khon Kaen University is aware of the national strategy on prevention of corruptions of all types and has instilled the conscience and values or organizational cultures so that all officers hold on to the moral and ethics in their work. The strategic plan of Khon Kaen University of 2020-2023, No. 10 is for good governance. The University has approved of the 2023 plan for prevention and suppression of corruptions and is heading towards building the administrative system that is based on the criteria of the Office of National Corruption Prevention and Suppression. All divisions and faculties have signed for approval of the implementation to prevent and suppress corruptions. This training was therefore organized with the objectives to build efficient administrative and management systems with the work place safe and pleasant for working. All employees and officers work with quality and ethics using modern technology and information that will link to all missions of the University with transparency, effectiveness and accountability.

Mr. Uthit Buasri, Deputy Secretary of the National Prevention and Suppression of Corruptions Board, who is an expert in the law for corruptions suppression explained that “corruption” is a behavior that violates the law and is clearly wrong. Most societies issued laws to govern corruption with clear punishment. It is the worst wrongdoing that must not be done by governmental officers. However, the problem is that most people cannot distinguish what is wrong and what is not. The study of the 3 parts pf brain with human needs is necessary. Moral is from the front part of the brain, which analyzes and differentiates between the personal and common benefits. The common benefit should be chosen rather than personal benefit. Moral is used to understand the corruption in the duty and conflict of interest (COI), which includes taking advantages, running personal business or becoming a partner, working after retirement or holding a supplementary job. This may involves internal information or the use of official assets for personal benefits. Some makes use of public project in the election area for political advantages, some uses the position for the benefits of relatives or friends, while some influences the decision of other officers. All of these are the use of “moral” in controlling one’s behavior. It can be compared to the fundamental structure that all governmental officers must hold on to in order to maintain justice, transparency and ethics in the organization.
